Here is my opinion on the best methods to cross the harbour. The Commissioner is strongly in favour of a bridge. What would become of the bridge in the event of any future war? How conveniently four tubes side by side would work, one for the traffic each way, the other two for electric trams. The upkeep per annum would be considerably less than a bridge, there would be no depreciation. The older concrete gets the better. The electric trams could be to the system of underground railways throughout the city. An electric boring machine with proper facilities would make the work very simple, providing the work was undertaken and started in a correct manner.
